NEW DELHI: A financial disclosure involving George Soros’ investment firm and a hedge fund co-founded by Himayani Puri, daughter of Union Petroleum and Natural Gas Minister Hardeep Singh Puri, has triggered a fresh political debate in India.

According to US regulatory filings and reporting based on corporate records, Soros Fund Management LLC allocated approximately $200 million to Realm Partners, a hedge fund co-founded by Himayani Puri, beginning in February 2010. The investment was subsequently redeemed in the second half of 2012.

The disclosure has drawn attention because the Bharatiya Janata Party (BJP) has for years mounted strong political criticism of Soros, portraying him and organisations associated with his philanthropic network as forces seeking to influence or destabilise Indian institutions.

Realm Partners was established in 2009 by Himayani Puri and two former Lehman Brothers employees, Robert Millard and Anthony Stone.

The fund operated as a private investment vehicle for qualified investors. According to reporting based on Securities and Exchange Commission filings, Soros Fund Management was among the external managers' clients and selected Realm Partners to manage a portion of its investment portfolio.

A spokesperson for Soros Fund Management confirmed that the firm's records showed an initial allocation of approximately $200 million in February 2010, with the allocation redeemed in the latter part of 2012.

The arrangement was therefore a professional investment-management relationship involving Realm Partners. The available records do not show that the $200 million was paid personally to Himayani Puri or to her father.

Why the issue has become political

The financial relationship has attracted renewed attention because of the BJP's longstanding criticism of George Soros.

BJP leaders have repeatedly accused Soros and organisations linked to his Open Society Foundations of attempting to influence Indian politics and undermine the country's democratic institutions. Soros has consequently become a recurring subject of political controversy in India.

The Realm Partners disclosure has prompted opposition voices and political commentators to question the contrast between the BJP's public position on Soros and the historical business relationship involving a company co-founded by the daughter of a senior Union minister.

However, the existence of the investment relationship does not by itself establish political influence, impropriety or a conflict of interest.

Hardeep Singh Puri’s 2009 meeting with Soros

The timing has also become a subject of discussion.

Hardeep Singh Puri has previously acknowledged meeting George Soros at a dinner in New York in October 2009, when Puri was serving as India's Permanent Representative to the United Nations.

The reported Soros Fund Management allocation to Realm Partners began several months later, in February 2010.

However, there is no evidence in the available records establishing that Puri's meeting with Soros led to, influenced or was connected with the investment decision. The timing alone does not establish a causal relationship.

A financial relationship, not a political transaction

Large institutional investment firms routinely allocate capital to specialised external fund managers. Realm Partners' selection by Soros Fund Management should therefore be distinguished from a direct political or personal financial transaction.

Available reporting also indicates that the relationship ended in 2012, well before the BJP's more recent and highly publicised political campaign against Soros.

The central documented fact is that Soros Fund Management allocated about $200 million to Realm Partners, a fund co-founded by Himayani Puri, between 2010 and 2012. The political significance of that relationship remains a matter of debate.

The larger political question

The disclosure has nevertheless created an uncomfortable political juxtaposition.

On one side is the BJP's sustained criticism of George Soros and his philanthropic networks. On the other is a documented historical investment relationship between Soros' investment firm and a hedge fund co-founded by the daughter of a BJP Union minister.

Whether that juxtaposition amounts to political hypocrisy is a matter for political debate. The available financial records, however, do not establish wrongdoing by Hardeep Singh Puri, Himayani Puri or Soros Fund Management.
