Why a Rocket Scientist, Tech Architect, and IIT Director Are Now in Charge of Overhauling India's Exam Reforms


NEW DELHI: In a decisive move to address persistent examination irregularities and paper leaks, the Union Government led by Prime Minister Narendra Modi has constituted a high-level expert task force featuring former ISRO Chairman Dr. S. Somanath, Aadhaar architect Nandan Nilekani, and IIT Madras Director Prof. V. Kamakoti. The inclusion of domain leaders across technology, aerospace engineering, cybersecurity, and public administration signals a fundamental shift: viewing public examination administration as a mission-critical infrastructure challenge rather than a routine educational task.
The seven-member panel also includes former Intelligence Bureau Director Tapan Deka, former Education Secretary Anita Karwal, and former Civil Aviation Secretary Amrit Lal Meena. The team is tasked with overhauling the National Testing Agency (NTA) and building end-to-end security architectures for competitive examinations nationwide.

By bringing together experts in large-scale digital public infrastructure and mission-critical engineering, the government aims to eliminate structural vulnerabilities across every stage of the examination lifecycle:
- Digital Trust and Scalable Authentication: Nandan Nilekani's leadership leverages decades of experience in identity authentication and large-scale data integrity to construct tamper-proof digital frameworks for candidate verification and result handling.
- Mission Reliability and Operational Precision: Former ISRO chief Dr. S. Somanath brings space-grade risk management and zero-error execution protocols to manage complex logistics involving millions of candidates across thousands of test centers.
- Technical Security and Institutional Integrity: IIT Madras Director Prof. V. Kamakoti emphasizes multi-layered verification, recommending banking-style 'maker-checker' models and third-party security audits to secure question paper creation, printing, and transport.
Addressing Insider Vulnerabilities and Rebuilding Public Confidence
Speaking on the task force's core findings, Prof. V. Kamakoti noted that while technical encryption protects digital transit, human trust remains the most vulnerable link. Highlighting lessons from past entrance test controversies, he stressed that robust multi-layered oversight must be established at the question-setting stage to prevent insider compromises.
"Paper leaks and examination failures are no longer being treated as isolated administrative lapses. By applying principles of systems engineering, cybersecurity, and operational logistics, the task force aims to restore student confidence through permanent structural reforms rather than temporary fixes," stated official sources familiar with the panel's submitted recommendations.
The panel's report outlines short-term, medium-term, and long-term reform roadmaps aimed at reinforcing public trust in national testing bodies and establishing transparent, leak-proof examination standards across the country.
